The Russian market runs on instant bank transfers — SBP in particular — and almost every exchanger serving it settles that way. The constraint is not liquidity, which is abundant, but banking: card and transfer rails change availability frequently, and an exchanger that worked last month may be routing through a different bank this month.

That volatility is exactly what a live rate table is for. Reserves and limits matter more here than the headline rate, because an attractive number against a rail that is currently down is not an offer.
